The goal:
- Implementation of a unified modern system of government communications, which will become a priority function in the government administration system.
- Will lose dependence on the ruling political force.
- Will ensure clear communication of plans and results of the Government’s activities and receiving feedback from society, effective planning and adjustment of the Government’s activities based on it.
- Will develop institutional memory – the accumulation and preservation of knowledge and information.
Tasks:
- Audit of the communication resources of the Government of Ukraine.
- Organization of foreign practices’ study and exchange of experience for civil servants.
- Development of educational programs for communication specialists from the government communication system.
- Training of teachers and trainers for educational program implementation.
- Development of the structure and standards of functioning of press services in the new structure.
- Development of an internal portal for communication experts from the government communication system.
- Development of proposals for changes to the legislative framework for the implementation of the new government communication model.
- Provision of advisory assistance to ministries on strategic issues.
Results:
- An audit of the Government’s communication resources was carried out; it was organized a series of discussions on the results of the audit with expert communities.
- 2 experience exchange trips to Poland and Great Britain were organized for representatives of the communication department of the Government; two #Peremoga conferences were held for the exchange of experience for 170 representatives of central and regional executive authorities and with the participation of government communication experts from Great Britain, Lithuania, Latvia and Estonia.
- An audit of training needs was conducted and a communications training program was developed for communication specialists in the public sector, and 30 experts were trained to teach this program for 3 years.
- An analysis of regulatory documents regulating the field of communications was prepared and proposals for changes for the implementation of the new concept were developed.
- The concept of government communications reform and the road map for its implementation were proposed
- As a final result, the Cabinet of Ministers have accepted the need for the reform of Government communication and accepted the recommendations of the project as a basis for the complete reform of the communications system. A concept of the Reform of Government communication was supported by Cabmin on January 20, 2016. Unfortunately, after the change of the Cabinet of Ministers, the reform was frozen.
